Although I think of this place as Hotel California, "you can check in anytime you like but you can never leave", it really isn't so, there is a constant coming and going of inmates.  So far this month alone there have been over a dozen inmates who left and more than that who have come in.  Add to that the people who get sent to the SHU, usually another 6 to 12 a month and those that do return from the SHU, all in all probably 10% of the total population changes in any given month.  That almost translates to an entirely new populace every year, that's spume turnover rate.  There never seems to be a shortage of new faces coming in, some are self surrenders and some are from the prison across the street and from who knows where but the crowd changes.  Rumor has it that there are over 200K currently in the system waiting to be processed into incarceration, and currently close to 225K in Federal Custody.  Those are astounding numbers and indicates to me and many others that there is something wrong with the Justice System in the US and although many people say they are going to do something about it it never seems to happen. Since I've been here the population has gotten a lot more step downs from the prison than before, and the guys who have been here for more than a couple of years have said that the demographics of the place has dramatically changed, a lot more "criminals" and a lot less self surrenders.  With the change the atmosphere has changed as well and many of the old timers are distressed by this new flow.
